OverWatch™ Starter Policy Language

This document provides sample operations manual language for departments interested in evaluating the OverWatch™ Remote Support role. It is intended to be copied directly into an existing operations or administrative manual to establish a basic, clearly defined support function that assists Incident Command with information gathering during emergency incidents. The language is designed to integrate with existing command structures, staffing models, and communication practices without requiring additional personnel or resources. Departments may use this document as written or modify it to fit local policies, procedures, and operational needs. This sample language is provided for general guidance only and does not replace local policy development, legal review, or command discretion.

OverWatch™ Remote Support Role

Operations Manual

 

1. Purpose

The purpose of the OverWatch™ Remote Support role is to assist Incident Command by gathering and verifying relevant information during emergency incidents. This role is intended to enhance situational awareness and support command decision-making without directing operations or interfering with established command authority.

OverWatch™ functions as an off-scene support assignment focused on information retrieval and validation during incidents where early access to accurate information may impact operational safety or effectiveness.

2. Guiding Principles

The OverWatch™ role is guided by the following principles:

  •  Incident Command retains full authority and decision-making responsibility at all times.

  •  Information provided through OverWatch™ should reduce, not increase, cognitive load on Command.

  •  The quality and relevance of information is prioritized over the quantity of information provided.

  •  The role is intended to support operations without adding operational complexity, radio congestion, or risk.

3. Scope and Authority

OverWatch™ is a support role only. Personnel assigned to OverWatch™ shall not assume command authority, issue tactical direction, or override orders issued by the Incident Commander.

The Incident Commander retains full responsibility for all operational decisions. Information provided by OverWatch™ is advisory in nature and may be used or disregarded at the discretion of Command.

4. Assignment and Activation

The OverWatch™ role may be activated at the discretion of the Incident Commander or according to department guidelines based on incident type, complexity, or risk profile.

The role shall be filled by personnel who are already on duty and available. Assignment to OverWatch™ does not require additional staffing, overtime, or new positions.

Personnel assigned to OverWatch™ may be located at a fire station, communications center, or other department-approved location that allows access to approved information systems.

5. Role Responsibilities

Personnel assigned to OverWatch™ may perform the following functions when requested or when appropriate:

  •  Review available preplans, maps, and aerial imagery

  •  Identify occupancy type, access considerations, and known hazards

  •  Review property or building information available through approved department systems

  •  Monitor relevant dispatch updates related to the incident

  •  Verify information prior to relaying it to Incident Command

OverWatch™ personnel shall prioritize information that has potential impact on responder safety, search considerations, or operational risk.

6. Information Management and Communication

Information provided by OverWatch™ shall be concise, relevant, and limited to material that supports command decision-making.

OverWatch™ personnel should generally wait for an appropriate moment to provide information unless the information involves an immediate safety concern. Information involving an immediate life safety hazard should be communicated promptly using established department communication protocols.

Communication with Incident Command shall follow established department communication pathways and shall not increase radio congestion. When possible, information should be summarized rather than transmitted verbatim.

OverWatch™ personnel shall avoid providing speculative, unverified, or excessive information.

7. Limitations

The OverWatch™ role shall not:

  •  Direct tactical operations

  •  Override orders issued by Incident Command

  •  Serve as a replacement for on-scene size-up

  •  Monitor or evaluate individual employee performance

  •  Record audio or video unless otherwise authorized by department policy

8. Training and Qualification

Personnel assigned to OverWatch™ should receive training appropriate to the role, including information prioritization, communication standards, and role limitations.

The department may establish local training or qualification requirements for personnel assigned to this role.

9. Role Termination

The Incident Commander may suspend or terminate the OverWatch™ role at any time if the function is no longer beneficial or operational conditions change.

10. Program Evaluation

The OverWatch™ role may be evaluated through after-action reviews, training exercises, or command feedback to ensure the role continues to support operations without unintended consequences.

Adjustments to activation criteria, responsibilities, or procedures may be made by the department as needed.
